Training obligations that apply here, and what they specify

  • Certified external training for hotel room attendants. The Public Housekeeping Training Ordinance, Ordinance No. 188610 at LAMC Chapter XVIII Article 2.1 section 182.22, took effect 8 September 2025 with the operative duty from 1 December 2025. Covered hotel employers must contract with a certified Public Housekeeping Training Organization for at least 5.5 hours of training on the topics at section 182.22.C.2.a to e, and pay both the cost of the training and the employees’ time to take it. The Office of Wage Standards eliminated the human trafficking element, reducing the requirement from six hours to 5.5, and currently lists four certified providers. No internal course satisfies it.
  • Human trafficking training is a separate County duty. The Los Angeles County Department of Consumer and Business Affairs states that employers must post a notice providing help and services to victims of slavery and human trafficking, and must also provide training to new and existing employees to help recognize the signs of human trafficking. That sits alongside the hotel ordinance rather than inside it.
  • The state training record changed on 1 January 2026. SB 513 amended Labor Code section 1198.5(a) so that personnel records subject to inspection expressly include education or training records. Where maintained, each must contain the employee’s name, the training provider’s name, the duration and date of the training, the core competencies covered – including equipment or software skills – and any resulting certification or qualification, produced within 30 calendar days of a request. A completion flag in a learning system will not satisfy that on its face, and for the hotel ordinance the provider’s name is now doubly significant.
  • And a training-cost recovery clause is void from the same date. AB 692 voids, as a restraint of trade, any term in a contract entered into on or after 1 January 2026 requiring a worker to pay the employer, a training provider, or a debt collector on termination – with a private right of action, individual or class, plus civil penalties. Training repayment agreements, tuition reimbursement recapture and certification clawbacks all need auditing. Where the hotel ordinance already requires the employer to bear the cost, this closes the other route.
  • The statewide harassment prevention requirement at Government Code section 12950.1 – two hours for supervisors, one hour for others, every two years from five employees – applies here as everywhere in California, and compliance with it does not insulate an employer from liability under section 12950.1(c).

  • That 0.81 is the number to notice. Delivery capacity here is roughly a fifth below the national norm, in a market with more local training mandates than almost anywhere else in the country. San Jose’s training and development managers sit at a location quotient of 2.52 and San Francisco’s at 1.51; Los Angeles is at parity for managers and short on the people who actually run sessions.
  • The sectors carrying the obligations are enormous. Accommodation and food services employs 431,545 people across 25,475 establishments at an average weekly wage of $745, and health care and social assistance 877,114 across 313,739 establishments at $1,170 – the latter having added 42,730 jobs, up 5.1 percent over the year, the largest private gain in the county (BLS Quarterly Census of Employment and Wages, Q4 2025, released 2 June 2026). High turnover at low wage is the hardest environment in which to keep training current, and it is exactly where the mandates concentrate.

How we deliver training for Los Angeles employers

And if you need a facilitator physically in your building, we are not the right provider.
