What a Los Angeles payroll has to get right

  • Geography is a payroll field here. The City of Los Angeles minimum wage applies to hours worked within City boundaries, at $18.42 per hour from 1 July 2026 for employers of every size. Unincorporated Los Angeles County applies to hours worked in unincorporated areas, at $18.47 from the same date – a 3.7 percent increase from $17.81, calculated by the Chief Executive Office under County Code section 8.100.040 from the November 2025 Los Angeles-area CPI-W. Both attach at two hours of work in a particular week in the jurisdiction. If your time system records a cost centre but not a location, it cannot compute either rate correctly for a mobile employee.
  • Hotel payroll is a separate calculation entirely. Under the Citywide Hotel Worker Minimum Wage Ordinance, hotels in the City with 60 or more guest rooms – or 50 or more within the Airport Hospitality Enhancement Zone, LAMC 186.01.C – pay $25.00 per hour cash plus $4.25 per hour toward health care benefits from 1 July 2026, rising to $25.50 plus $6.00 on 1 July 2027 and $28.50 cash on 1 July 2028. The health payment has payroll mechanics of its own: if no health benefits are provided the $4.25 is paid as additional hourly wage; if the employer’s hourly health contribution is less than $4.25 the shortfall is paid as wages; and the health benefit is not required on overtime hours. Coverage reaches workers employed directly by the hotel and those employed by a contractor providing services at it.
  • Four years of payroll records, and three documentary duties at hire. The City’s Office of Wage Standards requires employers to keep payroll records for four years – longer than the three years Labor Code section 226(a) requires for wage statements – to post the annual Wage and Paid Sick Leave notice in a conspicuous place at every workplace or job site in English and any other language spoken by at least five percent of the employees there, and to give each employee the employer’s name, address and telephone number in writing at the time of hire.
  • The penalty structure is per day, not per pay run. Each and every day a violation exists is a separate and distinct violation under LAMC 188.08, and an administrative fine for a subsequent violation of the same provision by the same employer within three years may be increased cumulatively by 50 percent from the maximum. An aggrieved employee may bring a civil action recovering withheld wages and sick time plus a penalty of up to $120 per day to the employee and up to $50 per day to the City for each day the violation occurred or continued, trebled in retaliation cases with possible reinstatement. A rate misapplied to one employee for a year is priced as 365 violations.

  • The wage base is high and the spread is extreme. Los Angeles County’s average weekly wage was $1,804 in the fourth quarter of 2025 across 619,525 establishments and 4,598,210 covered jobs, against a United States average of $1,569 (BLS Quarterly Census of Employment and Wages, Q4 2025, released 2 June 2026). Within the private sector the range runs from $745 a week in accommodation and food services to $4,178 in information – the same payroll department frequently spans both.
  • Two sectors moved in opposite directions on the two measures. Private information employment fell 12,643 jobs, down 6.9 percent over the year, while that sector’s average weekly wage rose 8.9 percent. Arts, entertainment and recreation ran the other way: employment up 1.6 percent but average weekly wage down 7.7 percent. Health care and social assistance added 42,730 jobs, up 5.1 percent, on a wage rise of just 1.1 percent to $1,170 a week. These are two different measures and any payroll budget built on one of them alone will be wrong.
