Employee Onboarding Services in Los Angeles CA
Three things have to happen on a Los Angeles employee’s first day that do not happen elsewhere: the employer’s name, address and telephone number given in writing, a good faith estimate of the work schedule for retail staff, and a workplace notice posted in every language spoken by five percent of the people there.
Effective employee onboarding sets the tone for performance, engagement, and retention—especially in a highly regulated and competitive market like Los Angeles. New hires who experience a clear, compliant, and well-structured onboarding process are more likely to ramp up quickly, feel connected to the organization, and remain engaged long term. Exceptional HR Solutions provides employee onboarding services in Los Angeles, CA that help employers deliver consistent, compliant, and positive onboarding experiences from day one.
By aligning onboarding with California employment requirements and organizational culture, Exceptional HR Solutions helps Los Angeles employers reduce risk, improve efficiency, and support new hires with confidence.

What day one has to produce in Los Angeles
- Written contact details at the time of hire. The City’s Office of Wage Standards requires every employer to provide employees with the employer’s name, address and telephone number in writing at the time of hire. It is a small obligation and it is routinely absent from onboarding packs, because no state law imposes it. Alongside it sits the posting duty: the annual Wage and Paid Sick Leave notice in a conspicuous place at any workplace or job site, in English and any other language spoken by at least five percent of the employees there – the 2026 notice is published in 13 languages. Payroll records are kept four years.
- Retail hires get a schedule estimate before they are hired. Under the City’s Fair Work Week Ordinance, LAMC Chapter XVIII Article 5 section 185, retail employers with 300 or more employees globally must give a good faith estimate of future work schedules to new employees before hiring, and to current employees within 10 days of a request. If actual hours substantially deviate from the estimate, the employer needs a documented legitimate business reason that was unknown at the time it was given. The 300 count includes workers employed through temporary services, staffing agencies, subsidiaries and certain franchises. Effective 1 April 2023, fully enforceable since 28 September 2023. Los Angeles County runs a parallel ordinance for unincorporated areas – retail, 300 or more employees worldwide, effective 1 July 2025 – and DCBA names failure to provide a good faith estimate upon hire as conduct exposing an employer to administrative fines.
- Sick leave starts accruing immediately but cannot be used until day 90. Under LAMC 187.04 an employee working at least two hours in a particular week in the City, for 30 days or more within a year, is eligible; use begins on the 90th day of employment. Front-loading requires at least 48 hours, accrual runs at one hour per 30 hours worked, annual use may be capped at 48 hours, and carryover may be capped no lower than 72 hours. Rehires within one year get previously accrued unused leave reinstated – an onboarding step, not a leave-administration step.
- And one annual notice now lands on new hires too. SB 294, the Workplace Know Your Rights Act at Labor Code sections 1550 to 1558, requires a stand-alone written notice to each new employee upon hire as well as to every current employee annually on or before 1 February. Content is fixed by section 1553(a) and includes workers’ compensation rights, the right to notice of an immigration-agency inspection under section 90.2(a), protection against unfair immigration-related practices, the right to organise, and constitutional rights when interacting with law enforcement at the workplace. Employers must also give employees the opportunity to designate an emergency contact, at hire going forward, and records of compliance including send dates are kept three years.

Who you are onboarding, in numbers
- Los Angeles County runs 619,525 establishments and 4,598,210 covered jobs at an average weekly wage of $1,804 against a United States average of $1,569 (BLS Quarterly Census of Employment and Wages, Q4 2025, released 2 June 2026).
- The hiring is concentrated in three sectors. Health care and social assistance added 42,730 jobs, up 5.1 percent over the year, professional, scientific and technical services 19,822, up 6.4 percent, and management of companies 3,005, up 4.8 percent. Retail trade – the sector the Fair Work Week onboarding rules actually bite in – shed 7,566 jobs, down 1.8 percent, but still employs 403,845 people across 29,670 establishments, and accommodation and food services a further 431,545. High-turnover, high-headcount, and squarely inside the ordinance.
- The people running onboarding. Across the Los Angeles-Long Beach-Anaheim MSA there are 3,890 human resources assistants at a location quotient of 1.07 and an annual mean of $57,860, and 36,850 human resources specialists at 1.00 and $89,780 (BLS Occupational Employment and Wage Statistics, May 2025 estimates, released 15 May 2026). At retail scale, a first-day checklist that misses one document repeats that miss several thousand times a year.
How we support Los Angeles onboarding
Exceptional HR Solutions has one physical location, in Melissa, Texas, and no Los Angeles office – so we will not be running your orientation sessions or standing at an induction desk. What we build is the first-day pack itself: which documents must be issued, in what languages, with what evidence they were issued, plus the good faith estimate template for retail hires and the emergency-contact designation flow SB 294 now requires. It is designed to be handed to whoever actually runs your inductions, and to survive a records request three years later.
Frequently asked questions
What must a Los Angeles employer give a new hire in writing?
The employer’s name, address and telephone number, under the City’s Office of Wage Standards requirements. Separately, SB 294 requires the Workplace Know Your Rights notice to each new employee upon hire.
When can a new employee use paid sick leave?
From the 90th day of employment, once they have worked at least two hours in a particular week in the City for the same employer for 30 days or more within a year.
Do we owe retail hires a schedule estimate?
Yes, if you are a retail employer with 300 or more employees globally. The City’s Fair Work Week Ordinance requires a good faith estimate of future work schedules before hiring, and the County ordinance requires one upon hire for unincorporated-area work.
What languages must the workplace notices be in?
English plus any other language spoken by at least five percent of employees at that workplace or job site. The City publishes its 2026 notice in 13 languages.
Do rehires keep their old sick leave balance?
Yes, if rehired within one year of separation. Previously accrued and unused paid sick leave must be reinstated under LAMC 187.04.
What is the emergency contact requirement?
Under Labor Code section 1555, employees must be given the opportunity to designate an emergency contact, and the employer must notify that contact if the employee is arrested or detained on the worksite.
Do you deliver orientation sessions in Los Angeles?
No. We build the onboarding materials and process remotely from our single location in Melissa, Texas, and hand them to your team to run.
