Corporate HR Training Programs in Austin TX

Texas mandates no harassment training. New York requires it annually of every employer regardless of size, and California requires two hours for supervisors every two years at five employees. An Austin company with remote staff is running all three positions at once. Austin is also the most training-dense metro in this dataset. We design those programs remotely from Melissa, Texas.

Three different training regimes, one employer

  • Texas: no mandate, and no local one either. There is no Texas statute requiring harassment prevention training of private employers, and Texas Labor Code section 1.005, added by HB 2127 effective 1 September 2023, makes void any local ordinance regulating terms of employment beyond state or federal law. The one Austin ordinance that does bind private employers is City Code Title 5, Chapter 5-3, prohibiting discrimination in employment, which stands on the express authorization at Texas Labor Code section 21.151 permitting local ordinances that prohibit practices already unlawful under state or federal law. It is an enforcement ordinance, not a training mandate.
  • New York: annual, for every employer, with no minimum size. New York Labor Law section 201-g requires interactive sexual harassment prevention training provided “to all employees on an annual basis”, plus adoption of a written prevention policy meeting or exceeding the state model. Section 201-g(2-a) requires the policy and the training information to be given in writing in English and in each employee’s identified primary language, at hiring and at every annual training. The state model policy was last updated August 2024. A single New York employee triggers all of it.
  • New York City adds a second layer at 15. Local Law 96 of 2018 (NYC Administrative Code section 8-107(30)) requires annual interactive anti-sexual harassment training for employers with 15 or more employees, counting independent contractors, with new hires trained after 90 days where they work more than 80 hours in a calendar year, and training records including a signed acknowledgment retained at least three years.
  • California: two hours and one hour, every two years, from five employees. Government Code section 12950.1 applies to any person regularly employing five or more persons, requiring at least two hours of classroom or other effective interactive training for supervisory employees and one hour for non-supervisory employees, once every two years, within six months of hire or of assuming a supervisory role. Seasonal and temporary employees hired for under six months must be trained within 30 calendar days or 100 hours worked, whichever comes first, and for temp-agency workers the temporary services employer trains, not the client. Content must include prevention of abusive conduct and harassment based on gender identity, gender expression and sexual orientation.

We are not attorneys, and training is not legal advice. A specific accommodation, discipline or termination decision belongs with employment counsel in the relevant state.

Austin is the most training-dense metro in this dataset

  • Training and development managers (SOC 11-3131) 800 employed in the Austin-Round Rock-San Marcos MSA at a location quotient of 2.01 – twice the national concentration, and the highest location quotient of any occupation on this list. Annual mean $135,860 against a national mean of $148,370, which is 8.4% below (BLS Occupational Employment and Wage Statistics, May 2025 estimates, released 15 May 2026).
  • Training and development specialists (SOC 13-1151) 6,060 employed at a location quotient of 1.59 and an annual mean of $75,260 against a national $75,550, essentially at parity, 0.4% below.
  • Twice the national density of training managers, at an 8.4% discount, in a metro that pays 6.9% above national across all occupations – $74,580 against $69,770. Austin over-indexes heavily on the learning and development end of HR while paying under the national rate for it. For comparison, Tampa’s location quotient for training and development managers is 1.43 and Miami’s 1.08.
  • The audience is growing. Professional and business services employed 294,600 in July 2026, up 3.2% over the year and the largest absolute gain of any Austin supersector at 9,200 jobs, with education and health services at 172,100, up 1.5%, and total nonfarm at 1,421,700, up 1.7% (BLS Current Employment Statistics, State and Area, not seasonally adjusted, July 2026 preliminary, file dated 21 August 2026).

How we support Austin employers on training

Exceptional HR Solutions has one physical location, in Melissa, Texas, and no Austin office, facilitators or venue. Programs are delivered remotely and live rather than pre-recorded, which suits distributed and multi-state employers well and a single-room all-hands less well – if you need a facilitator in your building for two days, we are not the right provider and will say so. What we build is a curriculum that satisfies the strictest applicable regime rather than the local one, so a single program discharges New York’s annual requirement, California’s two-hour supervisory requirement and New York City’s recordkeeping in one design.

Questions

Frequently asked questions

Does Texas require harassment prevention training?

No. There is no Texas statute requiring it of private employers, and Texas Labor Code section 1.005 prevents Austin creating a local one. The Austin ordinance that does bind private employers, City Code Title 5 Chapter 5-3, is an anti-discrimination enforcement ordinance rather than a training mandate.

What does New York require?

Annual interactive sexual harassment prevention training for all employees, from every employer with no minimum size, under Labor Law section 201-g, plus a written policy meeting or exceeding the state model and provided in English and each employee’s primary language at hiring and at every annual training.

What does New York City add?

Local Law 96 of 2018 requires annual interactive anti-sexual harassment training at 15 or more employees, counting independent contractors, with new hires trained after 90 days where they work more than 80 hours in a calendar year, and records including a signed acknowledgment kept at least three years.

What does California require?

Under Government Code section 12950.1, at five or more persons: two hours of interactive training for supervisory employees and one hour for non-supervisory employees, once every two years, within six months of hire or of assuming a supervisory role.

Can one program satisfy all of them?

Usually, if it is designed to the strictest applicable standard rather than assembled per state. The binding constraints are New York’s annual frequency, California’s two-hour supervisory duration and content requirements, and New York City’s recordkeeping.

Is training talent available in Austin?

Unusually so. BLS counted 800 training and development managers in the Austin metro at a location quotient of 2.01 – twice national concentration, the highest of any occupation in this set – and 6,060 training and development specialists at 1.59, in the May 2025 estimates released 15 May 2026.

Do you deliver training in person in Austin?

No. All Austin training is delivered remotely and live from our single location in Melissa, Texas. We have no Austin office, facilitators or venue arrangements.
