What the contraction actually looks like

  • Information: employment down, wages up. Private information employment in Los Angeles County fell 12,643 jobs, down 6.9 percent, over the year to December 2025, while that sector’s average weekly wage rose 8.9 percent to $4,178 (BLS Quarterly Census of Employment and Wages, Q4 2025, released 2 June 2026). These are two different measures moving in opposite directions and both should be stated. Motion picture and video production, NAICS 512110, fell 7,890 jobs, down 9.1 percent, to 78,795 in December 2025 across 6,423 establishments, at an average weekly wage of $3,957 and a location quotient of 13.72 – roughly 13.7 times national concentration. The four-digit motion picture and video industries group fell 8,503 jobs, down 8.4 percent.
  • Arts and entertainment moved the other way, which matters for retention. Arts, entertainment and recreation employment rose 1.6 percent while its average weekly wage fell 7.7 percent – the only large private sector with a materially negative wage change. A sector that is holding headcount while pay falls loses people quietly rather than through notices, which is the harder pattern to plan around.
  • The notices are concentrated in a few employers. Between 1 July and 24 August 2026 Los Angeles County recorded 22 WARN notices covering 1,063 employees, against 154 notices and 7,770 employees statewide (California EDD WARN Report, extract of 24 August 2026 – a rolling eight-week window, not an annual figure). LAZ Parking California filed three notices on one day totalling 247 employees; NBCUniversal filed four notices totalling 150; Bumble Bee Foods filed a single notice for 197. Entertainment and media together accounted for 223 employees, about 21 percent of the county total, and manufacturing for 317, about 30 percent. Only one notice in the period was a temporary layoff.
  • And the succession decision itself is now regulated in unincorporated areas. Los Angeles County’s Fair Chance Ordinance, County Code section 8.300, effective 3 September 2024 at five or more employees regardless of location, requires the fair chance process wherever an adverse action follows a review of criminal history – and DCBA states that may include promotions, reassignment, discipline and termination, not merely hiring. That reaches internal moves. Where a restructuring crosses the Cal-WARN threshold, note that Labor Code section 1400.5(a) triggers on a covered establishment of 75 or more persons with a mass layoff of 50 in any 30-day period, and that SB 617 rewrote the required notice content from 1 January 2026.
