The moving parts a Los Angeles pay structure has to absorb

  • Two local floors, indexed on the same measure but set by different bodies. The City of Los Angeles rate is $18.42 per hour from 1 July 2026, applying to all employers of every size, announced each 1 February and effective each 1 July, indexed to the Los Angeles-area CPI-W under LAMC 187.02. Unincorporated Los Angeles County is $18.47 from the same date, a 3.7 percent increase from $17.81, calculated by the Chief Executive Office under County Code section 8.100.040 from the November 2025 CPI-W for the Los Angeles metropolitan area. Five cents apart, different authorities, different reference months. The City’s own recent history – $16.04, $16.78, $17.28, $17.87, $18.42 – shows what the compounding looks like: roughly 15 percent over four years.
  • The state clock runs on a different formula and a different date. California’s floor is $16.90 and moves to $17.40 on 1 January 2027, certified by the Department of Finance on 31 July 2026. Labor Code section 1182.12(c)(1) indexes it to the lesser of 3.5 percent and the change in the national CPI-W for the July-to-June year, rounded to the nearest ten cents, with no decrease if the change is negative. Because Labor Code section 515(a) sets the exempt white-collar salary at twice the state minimum for full-time work, the exempt threshold moves with it: $70,304 in 2026, $72,384 in 2027. The computer software employee exemption under section 515.5 is separate again, at $58.85 per hour and $122,573.13 per year for 2026.
  • Hotels are a third structure. City hotels with 60 or more guest rooms – 50 or more in the Airport Hospitality Enhancement Zone – pay $25.00 per hour cash plus $4.25 toward health benefits from 1 July 2026, then $25.50 plus $6.00 from 1 July 2027 and $28.50 cash from 1 July 2028, under Ordinance 188944 effective 29 June 2026. Any shortfall in the health contribution is paid as additional wages. A three-year published schedule is unusual and it makes hotel modelling easier than anything else in this market.
  • And the equal pay exposure window is now six years. SB 642 amended Labor Code section 1197.5 effective 1 January 2026: an action must be commenced within three years of the last date the cause of action occurs, and relief is available for the entire period the violation exists, up to six years. A cause of action occurs when a practice is adopted, when someone becomes subject to it, or when they are affected by it. The same bill redefined a pay scale at section 432.3(m)(1) as a “good faith estimate” of what the employer “reasonably expects to pay for the position upon hire”, and every employer must retain job title and wage rate history for the duration of employment plus three years, section 432.3(c)(4), with a rebuttable presumption against employers who cannot produce it.

  • The private-sector spread is enormous, and it is the reason a single midpoint fails here. Information averages $4,178 a week, arts, entertainment and recreation $3,968, finance and insurance $3,509, professional, scientific and technical services $3,161 – against accommodation and food services at $745, retail trade at $1,042 and health care and social assistance at $1,170. That is a factor of more than five between sectors inside one county.
  • Wage movement diverged sharply from employment movement. Information’s average weekly wage rose 8.9 percent while its employment fell 6.9 percent. Arts, entertainment and recreation did the reverse: employment up 1.6 percent, average weekly wage down 7.7 percent. Manufacturing wages rose 7.4 percent on employment down 2.6 percent, and health care – the biggest job gainer at plus 42,730 – posted the smallest wage rise of any large sector at 1.1 percent. Benchmarking off a headline county figure without separating the two measures will mislead in either direction.
  • Compensation expertise is scarce relative to the market’s size. The Los Angeles-Long Beach-Anaheim MSA has just 1,030 compensation and benefits managers at a location quotient of 1.12 and $170,430, and 4,070 compensation, benefits and job analysis specialists at 0.90 – below national concentration – at $99,450 (BLS Occupational Employment and Wage Statistics, May 2025 estimates, released 15 May 2026).
