The Broward exposure window behind executive conduct
- One year, not 180 days. Broward County Code ch. 16.5 gives a complainant one year from the alleged discriminatory act to file. Most Florida local human rights codes run 180 days – Miami-Dade County, Hillsborough County, the City of Tampa and Palm Beach County all use the shorter window. Broward is the outlier, and it applies to employers with five or more employees for 20 or more weeks, covering sexual orientation, gender identity and expression, marital status, political affiliation and pregnancy alongside the usual characteristics.
- Three forums, three clocks, none of them synchronised. A Broward employee can go to the county under ch. 16.5 within one year, to the Florida Commission on Human Relations within 365 days under Fla. Stat. section 760.11(1), or to the EEOC within 300 days – Florida is a deferral state. The earliest filing date controls for FCRA purposes, and filing with the EEOC or a local agency counts as filing. A coaching engagement that begins after an incident is frequently still inside all three windows.
- The administrative route has hard 35-day gates. Under Fla. Stat. section 760.11, where the FCHR finds reasonable cause the complainant makes an exclusive election between a civil action and a chapter 120 administrative hearing, and must request the administrative hearing within 35 days. On a no-cause dismissal, an administrative hearing must be requested within 35 days or the claim is barred. If no determination issues within 180 days, the complainant may proceed as though cause were found.
- What this means for a coaching engagement. Behavioural coaching is usually commissioned because something already happened. In Broward the something remains filable for a year, and the coaching record is part of what the employer did about it. That argues for coaching that is documented, objective-based and dated, rather than an open-ended relationship with no written arc.

- Human resources managers (SOC 11-3121) 3,550 at a location quotient of 0.89 and an annual mean of $151,330, 7.9% below national. Manager-light in HR, manager-heavy in operations – which is why leadership development in this region tends to land on operating executives rather than through an HR function.
- The context those leaders are managing in is contraction. The Fort Lauderdale-Pompano Beach-Sunrise division held 908,200 nonfarm jobs in July 2026, down 400 over the year not seasonally adjusted and down 3,400 seasonally adjusted, making it one of only two of Florida’s 25 metropolitan areas to lose jobs over the year.
