What the paperwork has to prove, whether or not there is paper

  • A signed acknowledgment in both languages, kept six years. Labor Law section 195(1) requires the hiring notice in writing in English and in the employee’s identified primary language, stating rates of pay and the basis, any allowances claimed as part of the minimum wage – tip, meal or lodging – the regular payday, and the employer’s name, trading name, physical address and telephone. The employer must obtain a signed and dated acknowledgment of receipt in both languages and preserve it for six years. That is a two-sided document, not a delivery confirmation, and the retention runs from the record rather than from the employment. Failure carries $50 for each work day the violation continues, capped at $5,000 per employee, under section 198(1-b).
  • Two policies are onboarding documents, not handbook chapters. Labor Law section 201-g requires the harassment prevention policy and the training material to be provided at time of hiring, in English and each employee’s identified primary language – for every employer with no size minimum. Labor Law section 206-c requires the written lactation accommodation policy to be distributed at hire, annually, and on return to work after childbirth, specifying the request procedure and requiring an employer response within five business days. In New York City, employers with 15 or more employees or one or more domestic workers must additionally give the Commission’s anti-sexual harassment factsheet to every new employee within the first week, and post the notice in English and Spanish.
  • Leave exists before it accrues, and that has to be visible on day one. Since 22 February 2026, under New York City Local Law 145 of 2025, every employee receives 32 hours of immediately-available unpaid protected time off on the first day of work and again on the first day of each calendar year – not accrued, not waited for, and not carried over. Paid sick leave under Labor Law section 196-b accrues from commencement at one hour per 30 hours worked, to 40 paid hours at five to 99 employees or 56 at 100 or more, first usable in the city on the terms of the local scheme. Twenty hours of paid prenatal personal leave apply at every employer size. Balances must be produced within three business days of an oral or written request.
  • And the flow itself may be a regulated tool. If any part of your hiring process uses a computational tool derived from “machine learning, statistical modeling, data analytics, or artificial intelligence” that issues a simplified output substantially assisting or replacing discretionary hiring or promotion decisions, New York City’s Local Law 144 of 2021 applies: a bias audit within one year by an independent auditor, results published on your website, and candidates notified 10 business days before use. Resume parsing that only extracts fields is one thing; resume parsing that ranks is another, and the distinction belongs in your vendor documentation before it belongs in a complaint.

Onboarding volume and capacity in Manhattan

  • 130,297 establishments and 2,520,287 covered jobs at an average weekly wage of $3,422218.1 percent of the United States average of $1,569 – with employment up 0.6 percent over the year on the adjusted basis (BLS Quarterly Census of Employment and Wages, Q4 2025, released 2 June 2026). That works out at roughly 19 jobs per establishment, calculated from the two published figures – larger units than Brooklyn or Queens, and correspondingly more centralised onboarding.
  • Accommodation and food services is the volume hirer. It employs 215,907 people in Manhattan at an average annual pay of $56,872, against finance and insurance at 331,140 and $454,761 and information at 186,728 and $243,497 (BLS Quarterly Census of Employment and Wages, 2025 annual averages, private ownership). A single onboarding flow serving both populations has to carry a primary-language notice for one and an equity schedule for the other.
  • Onboarding capacity, on New York State’s own borough-level series. New York City employs 3,730 human resources assistants at an annual mean of $59,376 and 30,000 human resources specialists at $103,613, against all occupations at $95,518 (New York State Department of Labor occupational wages, May 2025 base updated to Q1 2026; NYSDOL states these estimates are not produced nor reviewed by the Bureau of Labor Statistics).

How we support Manhattan onboarding

Exceptional HR Solutions has one physical location, in Melissa, Texas, and no Manhattan office. We do not build or resell onboarding software and we do not run your inductions. What we build is the specification the flow has to satisfy – which documents must be issued, in which languages, with what evidence of signature, how long each artefact must survive, and which steps would pull the process inside Local Law 144. It is written to be handed to whoever configures your system, and to still make sense to whoever is asked for the file six years from now. Translation into a specific employee’s primary language is something we co-ordinate rather than perform.
