Managed HR Services for Manhattan NY Employers

A managed HR function in Manhattan is running two calendars at once. The state requires annual training, an annual policy reissue in each employee’s primary language and an annual lactation policy; the city adds its own training, records, poster and factsheet – and the leave year resets 32 hours every January.

The recurring duties a managed function carries in New York City

  • Annual training, twice over. Labor Law section 201-g requires interactive training annually for every employer with no size minimum, with the policy and material issued in English and each employee’s identified primary language, at hire and at every annual training. New York City’s Local Law 96 of 2018 adds annual training at 15 or more employees – independent contractors count toward the 15 – covering all employees including supervisory and managerial staff and interns, with content on bystander intervention and supervisory responsibilities, at least three years of records including a signed acknowledgment, a posted notice in English and Spanish, and a factsheet to every new employee within the first week. New hires are trained after 90 days where they will work more than 80 hours in a calendar year.
  • Two policies reissued every year, plus one on return to work. The section 201-g policy goes out at hire and at every annual training. The written lactation accommodation policy under Labor Law section 206-c goes out at hire, annually, and on return to work after childbirth, specifying the request procedure and requiring a response within five business days, with 30 minutes of paid break time per expression need for up to three years after childbirth. Retail employers with ten or more retail employees statewide distribute a workplace violence prevention policy under Labor Law section 27-e at hire and annually, with training at hire and then annually at 50 or more or every two years below 50.
  • The leave year resets on 1 January, twice. Since 22 February 2026, New York City Local Law 145 of 2025 grants 32 hours of immediately-available unpaid protected time off on the first day of work and again on the first day of each calendar year – and they do not carry over. Accrued sick leave under Labor Law section 196-b – 40 paid hours at five to 99 employees, 56 at 100 or more – does carry over, though use may be capped. Twenty hours of paid prenatal personal leave run on a rolling 52-week basis at every employer size. Balances must be produced within three business days of an oral or written request.
  • And two figures are repriced each January. Paid Family Leave contributions are 0.432 percent of gross wages in 2026, capped at $411.91 a year, funding 12 weeks at 67 percent of average weekly wage up to $1,228.53. The minimum wage moved to $17.00 for New York City, Nassau, Suffolk and Westchester on 1 January 2026, with the executive and administrative exempt salary threshold at $1,275.00 per week. From 2027 the minimum wage becomes indexed to a three-year average of the Northeast Consumer Price Index rather than a published schedule – the kind of change a calendar catches and an annual review does not.

We are not attorneys and this is not legal advice. Investigations, accommodation disputes and terminations belong with New York employment counsel.

The Manhattan function this replaces or supports

  • 130,297 establishments and 2,520,287 covered jobs at an average weekly wage of $3,422 – 218.1 percent of the United States average of $1,569 – with employment up 0.6 percent over the year on the adjusted basis and $111.8 billion in wages paid in one quarter (BLS Quarterly Census of Employment and Wages, Q4 2025, released 2 June 2026).
  • Capacity, on New York State’s own borough-level series. New York City employs 11,720 human resources managers at an annual mean of $213,376, 30,000 human resources specialists at $103,613, 10,750 compliance officers at $105,571 and 3,730 human resources assistants at $59,376, against all occupations at $95,518 (New York State Department of Labor occupational wages, May 2025 base updated to Q1 2026; NYSDOL states these estimates are not produced nor reviewed by the Bureau of Labor Statistics).
  • Across the wider metro the pattern is manager-heavy and specialist-light. Human resources managers sit at a location quotient of 1.37 and specialists at 0.94, with training and development specialists at 0.79 (BLS Occupational Employment and Wage Statistics, May 2025 estimates, released 15 May 2026). Plenty of people to own the function; proportionally fewer to run the recurring work inside it.

How a managed engagement works for Manhattan employers

Exceptional HR Solutions has one physical location, in Melissa, Texas, and no Manhattan office. A managed engagement means we hold the calendar and the documents and deliver the recurring work remotely – the annual training, the policy reissues in the right languages, the January repricing before the first pay run, the evidence that each of those actually happened. What it does not mean is a person in your building or someone available at short notice for an incident. If you need an HR presence on site, or an investigator who can interview people in a room, that is a different service and we will point you to it rather than cover it badly.
