How Managed HR Services Work
Exceptional HR Solutions begins with a comprehensive assessment of the organization’s HR environment, including compliance practices, policies, workforce structure, and leadership priorities.
Based on this assessment, a customized managed HR plan is developed to address current needs while supporting future growth. Ongoing communication, regular check-ins, and proactive recommendations ensure HR remains aligned with business goals and regulatory changes.
This structured engagement model allows Queens employers to rely on consistent HR oversight while adapting to evolving business demands.
The recurring obligations a managed function has to carry
- Annual harassment training, at every employer, with a policy in the right language. Labor Law section 201-g applies to every employer with no minimum headcount – the state guidance is explicit that this reaches a household employing one nanny or housekeeper. The employer must adopt the state model policy or one that “equals or exceeds the minimum standards”, containing examples of prohibited conduct, federal and state remedies, a standard complaint form, a timely and confidential investigation procedure, a statement that harassment is employee misconduct with sanctions against supervisors who knowingly allow it, and an anti-retaliation statement. Training is interactive and annual. The policy and the training material must be given in writing in English and in each employee’s identified primary language, at time of hiring and at every annual training. The model policy was last updated August 2024, and the Department of Labor must re-evaluate it every four years.
- New York City adds a second training regime at fifteen. Local Law 96 of 2018, Administrative Code section 8-107(30), effective 1 April 2019, requires an annual interactive anti-sexual harassment training at 15 or more employees – with independent contractors counting toward the 15 regardless of hours – covering all employees including supervisory and managerial staff and interns. New hires are trained after 90 days where they work more than 80 hours in a calendar year. Required content includes bystander intervention and the “specific responsibilities of supervisory and managerial employees”. Records including a signed employee acknowledgment are kept at least three years. Separately, employers with 15 or more employees or one or more domestic workers must post the Commission’s notice in English and Spanish and give the factsheet to every new employee within the first week. A city employer of 15 satisfies both regimes; a city employer of three still owes the state training.
- Retail employers of ten owe a workplace violence prevention policy and training. Labor Law section 27-e defines a retail employer as one “employing at least ten retail employees”, counted statewide following Chapter 72 of 2025, signed 14 February 2025. The employer adopts the Department of Labor’s model retail workplace violence prevention policy or an equivalent and distributes it at hire and annually thereafter. Training runs at hire, then annually at 50 or more retail employees and every two years below 50. From 1 January 2027, employers of 500 or more retail employees statewide must provide every retail employee with a silent response button, which may be fixed, wearable or phone-based, with location tracking prohibited except when activated.
- And two accommodation duties run continuously. Labor Law section 206-c requires a written lactation accommodation policy distributed at hire, annually, and on return to work after childbirth, specifying the request procedure and requiring an employer response within five business days, with 30 minutes of paid break time per expression need for up to three years after childbirth. And the Reasonable Accommodation Anti-Retaliation Act, Chapter 600 of 2025, amended Executive Law section 296 effective 5 December 2025 for all employers.
We are not attorneys and this is not legal advice. Investigations, accommodation disputes and disciplinary decisions belong with New York employment counsel.
Capacity in the market you would otherwise be hiring from
- Training capacity is the region’s weakest link. The New York-Newark-Jersey City MSA employs 22,190 training and development specialists at a location quotient of 0.79 – well below national concentration – at an annual mean of $86,900 against a national mean of $75,550, with 3,520 training and development managers at 1.20 and $186,140 (BLS Occupational Employment and Wage Statistics, May 2025 estimates, released 15 May 2026). Annual training is mandatory for every employer in the state, and the people who deliver it are under-supplied relative to the country.
- The metro is manager-heavy and specialist-light. Human resources managers sit at a location quotient of 1.37 with 18,480 employed at $204,790, while human resources specialists sit at 0.94 with 52,370 at $98,100. Plenty of people to own the function; proportionally fewer to run it.
- Queens itself runs 57,963 establishments and 755,489 covered jobs at an average weekly wage of $1,410, about 90 percent of the United States average of $1,569, with employment up 0.2 percent over the year on the adjusted basis and unemployment of 4.7 percent in June 2026 (BLS Quarterly Census of Employment and Wages, Q4 2025, released 2 June 2026; New York State Department of Labor county data).
How a managed engagement works for Queens employers
Exceptional HR Solutions has one physical location, in Melissa, Texas, and no Queens office. A managed engagement means we hold the calendar and the documents and deliver the recurring work remotely – the annual training, the policy reissue in the right languages, the retail policy distribution, the lactation policy at hire and on return. What it does not mean is a person in your building, or someone available at short notice for an incident. If you need an HR presence on site, or an investigator who can interview people in a room, that is a different service and we will point you to it rather than stretch to cover it badly.
