Training obligations in Florida: none, and why that matters

Florida requires no harassment or discrimination training for private employers. Nothing in the Florida Civil Rights Act imposes a training duty, and local governments are preempted from adding one. (Fla. Stat. §§ 760.01–760.11, 218.077.)

That absence raises the stakes rather than lowering them, because of what the statutes do reach.

Equal pay obligations start at two employees (Fla. Stat. § 448.07), whistleblower protection at ten (§§ 448.101–448.105), and the Florida Civil Rights Act at fifteen — covering marital status alongside the federal categories, with a 365-day filing window and uncapped compensatory damages. (§§ 760.02, 760.10, 760.11.) Managers make decisions inside all three long before most companies think they are covered.

Supervisor training also carries a specific Miami dimension. Front-line managers decide pay timing, and the Miami-Dade wage theft ordinance presumes wages are due within 14 calendar days absent an established pay schedule, with treble damages and no headcount threshold.
