Managed HR Services in West Palm Beach FL

West Palm Beach runs its own living wage ordinance with real enforcement teeth: a special master process, debarment for up to three years, and a retaliation presumption for any adverse action taken within ninety days of a complaint. A managed HR function here has to know where that reaches. We run it remotely from Melissa, Texas.

Why West Palm Beach Employers Choose Managed HR Services

West Palm Beach is home to a diverse mix of professional services firms, healthcare providers, construction companies, hospitality groups, nonprofits, and growing small to mid-sized businesses. Many employers face similar challenges: limited internal resources, increasing compliance demands, and the need for consistent HR oversight.

Managed HR services provide a reliable solution by centralizing HR responsibilities under a dedicated partner. According to the Society for Human Resource Management, managed and outsourced HR models help organizations improve compliance, documentation, and operational efficiency while controlling costs (https://www.shrm.org/). The Benefits of Managed HR Services

West Palm Beach employers benefit from managed HR services in several important ways. Cost predictability simplifies budgeting by replacing variable HR expenses with a consistent service model. Reduced risk results from proactive compliance management and expert oversight. Scalability allows HR support to grow alongside the business. Leadership teams gain confidence knowing HR responsibilities are handled by trusted professionals.

These advantages make managed HR services an ideal solution for organizations seeking long-term HR stability, accountability, and professional support.

A Long-Term HR Partnership Built on Trust

Exceptional HR Solutions approaches managed HR services as an ongoing partnership rather than a transactional engagement. Each relationship begins with a thorough assessment of existing HR practices, challenges, and goals. From there, a customized managed HR plan is developed and refined as the organization evolves.

This collaborative approach ensures HR strategies remain aligned with business objectives while adapting to workforce changes, growth milestones, and regulatory updates.

The West Palm Beach living wage ordinance, and its enforcement machinery

  • Scope is narrow. City of West Palm Beach Code ch. 66, Article X, adopted as Ordinance 4744-17, applies to City construction contracts over $200,000 – not to City service contracts, and not to private employers generally. Published rates were $14.00 an hour from 1 April 2018 and $15.00 from 1 October 2019. We do not publish a current rate, not having confirmed the 2026 figure from a primary source.
  • Enforcement is not narrow. A complaint must be brought within one year. Matters proceed before a special master, and a contractor found in violation may be debarred for up to three years – which for a construction business dependent on municipal work is a far larger exposure than the wage differential itself.
  • The retaliation provision is the distinctive part. Retaliation is barred, and there is a rebuttable presumption of retaliation where an adverse action is taken within 90 days of a protected complaint. Very few Florida local ordinances carry a burden-shifting presumption of that kind. The practical consequence for a managed HR function is procedural: any discipline, schedule change, reassignment or termination affecting a complainant inside that 90-day window needs a contemporaneous, documented, independent basis – built before the decision, not reconstructed after it.
  • And it has an expiry date for new work. Section 3 of ch. 2024-80 preserves local living wage terms only in contracts entered into before 30 September 2026. After that date Fla. Stat. section 218.077(2)(b) and (c) bar the City from using its purchasing or contracting procedures to control contractor wages. Palm Beach County’s own living wage at Code ch. 2, Article IV, Division 3 – paratransit and county construction over $100,000 not subject to Davis-Bacon – hits the same cliff. Existing contracts run out on their terms.
  • Everything else is state and county. Palm Beach County Code ch. 2, Article VI covers discrimination at 15 employees after four weeks with 180 days to file. There is no Palm Beach County wage theft ordinance – only the Legal Aid Society Wage Dispute Project funded under Resolution R-2012-1857, a legal services contract – so wage claims run under Fla. Stat. section 448.110 with its 15-day cure notice and four-year limitation period, five if willful.

We are not attorneys and do not represent clients before a special master or any agency. Where a debarment or retaliation allegation is live, that belongs with Florida counsel from the outset.

Palm Beach County pays more than any other large Florida county

All figures from the BLS Quarterly Census of Employment and Wages, fourth quarter 2025, released 2 June 2026. The national average weekly wage was $1,569, with wages up 4.2% and employment up 0.2% over the year.

  • Palm Beach 71,508 establishments, 682,552 employees, average weekly wage $1,710 – 9.0% above national, the highest of Florida’s four large counties. Employment up 0.3%; wages up 7.5%, nearly double the national rate and the fastest of the four.
  • Miami-Dade $1,659, 5.7% above national, employment up 0.6%, wages up 5.1%. Hillsborough: $1,559, 0.6% below, employment up 0.4%, wages up 3.0%. Broward: $1,532, 2.4% below, employment down 0.5%, wages up 5.1%.
  • Wages rising 7.5% on employment growth of 0.3% is a mix story rather than a raises story, and the evidence sits in one sector: finance and insurance paid $4,098 a week across 26,893 employees, roughly 2.6 times the national all-industry average, without adding headcount. Professional and technical services paid $2,936 across 57,844.
  • For a managed HR function that has two consequences. Pay bands built on national survey data will be systematically low here, and a compensation review cadence sized for a 4% market will be a year behind in a 7.5% one. Meanwhile the county’s largest private sector, health care at 104,511 employees, averages $1,402 – so the same employer is often managing both problems at once.

How a managed HR function works from Melissa, Texas

Exceptional HR Solutions has one physical location, in Melissa, Texas. There is no West Palm Beach office, no Palm Beach County staff and no Florida partner network; the entire managed service is delivered remotely. Managed HR means we run the function rather than advise it: policies, the employee lifecycle from offer through separation, the compliance calendar with the 30 September 2026 items already on it, the manager escalation path, and the records. It does not include legal representation, payroll bureau services, or a person who appears at your site.

Questions

Frequently asked questions

Does the West Palm Beach living wage ordinance apply to private employers?

No. City of West Palm Beach Code ch. 66, Article X (Ord. 4744-17) applies only to City construction contracts over $200,000. It has never reached private employers generally, or City service contracts.

What happens if a contractor violates the West Palm Beach living wage ordinance?

A complaint must be brought within one year and proceeds before a special master. A contractor found in violation may be debarred for up to three years, which for a business reliant on municipal work is usually the larger exposure.

What is the 90-day retaliation presumption?

Under the same ordinance, retaliation is prohibited and there is a rebuttable presumption of retaliation where an adverse action is taken within 90 days of a protected complaint. Any discipline or termination inside that window needs a documented, independent basis established before the decision.

What happens to these ordinances on 30 September 2026?

They stop applying to new contracts. Section 3 of ch. 2024-80 preserves local living wage terms only in contracts entered into before that date, and Fla. Stat. section 218.077(2)(b) and (c) then bar local governments from using purchasing procedures to control contractor wages. Existing contracts run out on their own terms.

How do Palm Beach County wages compare with the rest of Florida?

They are the highest of the large counties. Palm Beach averaged $1,710 a week in the fourth quarter of 2025 against Miami-Dade at $1,659, Hillsborough at $1,559 and Broward at $1,532, with the national figure at $1,569. Its 7.5% over-the-year wage growth was also the fastest of the four.

Is there a county wage theft ordinance here?

No. Palm Beach County funds the Legal Aid Society Wage Dispute Project under Resolution R-2012-1857, which is a legal services contract rather than a regulation. Wage claims run under Fla. Stat. section 448.110 or the federal FLSA.

Do you have people in West Palm Beach?

No. Our only physical location is Melissa, Texas, and the managed service for Palm Beach County clients is delivered entirely remotely. We are not attorneys and not a payroll bureau.
